On estime entre 15 000 et 20 000 le nombre de Roms en France. Venus majoritairement de Roumanie et de Bulgarie, ce sont des Européens à part entière. Ils font pourtant l’objet d'une logique politique d’exclusion et de préjugés tenaces.
Depuis une quinzaine d’années, le « problème rom » est régulièrement soulevé dans les médias et les discours des hommes politiques, et pas seulement de façon rhétorique : en 2016, 76 campements roms ont été évacués par les autorités françaises selon la Ligue des droits de l’homme et près de 10 000 Roms ont dû quitter leur logement de fortune – soit deux Roms sur trois résidant sur le territoire français. En parallèle, plusieurs milliers d’obligations de quitter le territoire français (OQTF) ont été « distribuées » dans ces mêmes camps.
